Mandatory Identification of Companion Cats and Dogs 

Mandatory cat and dog identification has many benefits. One is that it would deter pet abandonment. That, in turn, would reduce overpopulation caused by abandoned animals which often compound their surplus numbers through reproduction.


Model Adoption Sterilization Statute 

This statute would ensure that every dog and cat adopted from a pound, shelter, humane society, or similar organization, was spayed or neutered. This would diminish the birth of unwanted dogs and cats, thereby reducing pet overpopulation. Several states have already enacted this important legislation, which should be in effect in every state. 
 

Model Euthanasia Statistics Statute

This statute would generate annual statistics on the number of dogs and cats put to death by shelters and humane societies and thus serve as an important public information tool in dealing with the various fiscal, health, and other problems related to overpopulation.

Model Department of Animal Affairs Statute 

Based on the principle that animals, like children, are defenseless, and the government has a duty to adequately protect them. This statute would create a single public entity with the know-how, power and resources necessary to take a coordinated approach to ensuring the humane treatment and control of animals.


Model Mandatory Spay/Neuter Statute 

As a powerful weapon against pet overpopulation, this statute requires the spaying and neutering of dogs and cats. This report also includes information on how to make overpopulation a political issue, based on the historical enactment of the landmark spay/neuter legislation passed in San Mateo County, California.


Model Spay/Neuter Tax Deduction Statute
 

This statute would grant federal and/or state tax deductions for the cost of spaying and neutering, thereby encouraging those procedures. This report explains the idea, contains arguments in favor of the legislation, and provides language that can be introduced by a sympathetic legislator.

ISAR's Model Statute's imposition of tough regulations on breeders, facilitators and commercial retail sales outlets is unapologetically draconian. This is our intention and our goal, because only in this manner can the dog-trade's participants' appalling, and often illegal, conduct be regulated out of existence.
